Since my belief is that SVN will be delivered via the freeware
consolidation, not ON, and will carry the External stability like the
other components there, it will probably have its paths dictated by
the ARC precedent for similar packages.
Which is now /usr/bin for commands that don't clash with existing /usr/bin
commands. Most of /usr/sfw/bin should be migrated to /usr/bin during the
Nevada release cycle.
