Because back in 1999 when Mike Sullivan did the original "Getting
with the Freeware Program" ARC case (PSARC 1999/555), his initial
list of essential software included gpatch, but not gdiff. Other
than saying it could not include everything everyone wanted, but
was a first pass at what seemed most important, there is no
rationale listed I can see for gpatch.
