There is no decision as of yet; keywords handling is one of the topics
for the discussion. There are a variety of viewpoints, which could
become proposals:
There's been no discussion of handling the SCCS format. There has been
discussion of using RCS style keyword strings in their place, however,
though no actual decision that I recall.
