The tools do build standalone. Mostly. The req.flg files pull a bunch of ctf stuff from lib and uts, there are some mapfiles that come from cmd/sgs, and the signing certs come from closed. But the parts of the tool tree that we actually care about here are all scripts of some one form or another, and the tools tree should indeed build standalone (after some makefile modifications).
