Indeed. But some human must decide and act to link 'integration bug X' to 'external bug Y'.

That's a replicated system, not a distributed one. In a distributed system all information is only held once, it's just not all in one place.

It's perfectly doable, but I doubt anything that is out there already will do fit the bill.
