I'm yet to see any documentation on the webapp half of any of this, I'm almost certain it can be done, but I have absolutely no idea how.

Yes, somewhat, for a while the practice was "Ask someone from tonic to load it, so you don't spam commit notifications and destroy the mail server", I believe the notification-limits remove that need, "create an empty workspace, and push to it" *should* suffice, but I'd check with sch or kupfer either way.
