We have started the Distribution Constructor project (it's technically a sub-project of the Caiman project) in the Install community to address this need going forward. It's early days, but hop on over to caiman-discuss if you're interested in this. CDkit (RE's current tool) is really not something I'd inflict on my friends in the community ;-) It's going to go away, though, so spending scarce resources on open-sourcing it seems like a bad answer.
