Sure. Workflow should be as simple as possible, particularly considering that it has to be usable by people without any training whatsoever. That is, in an open-source environment, if your workflow is complex, people just won't follow it. In corporate environments you can train people and manage them and so on, but that's just too hectic when you have a zillion individuals working together across the world.
