Right, but users are chaotic and do things we don't like, such as
filing bugs in the wrong place.

I don't see an appropriate resolution for such a closure though in d.o.o
- it doesn't seem like it's any of "FIXED", "INVALID", "WONTFIX" or
"WORKSFORME" - invalid is closest, but makes it seem like the bug report
is bad, not just filed in the wrong place.

I know other bugzillas have a resolution of "NOTOURBUG" for bugs that
are valid, but tracked in someone else's bugzilla (for instance we use
it in the X.Org bugzilla if a bug is tracked down to a kernel bug or
a GNOME/KDE/etc. bug, since those are different projects with different
bug trackers), but that also doesn't seem right since it's our bug, just
tracked elsewhere.    Is this a case we want to have a custom resolution
("TRACKEDELSEWHERE"? "NOTTHISBUGDB"?)?
