It's not the same issue but it is closely related as both require the
ability to figure out who is committing a change.
And the pusher/changeset author distinction is only really relevant for
ON, and that's a gate that we mirror rather than manage, unlike the
other 450 that we host.
ON is not the only gate mirrored from inside SWAN to opensolaris.org.
True, there are some others that are mirrors, but the vast majority aren't.
