Well, strictly speaking, priority is determined by engineering, not the
customer.  The customer gets to tell us how bad the problem is (severity)
and we get to determine how important we think it is to fix relative to all
the other bugs (priority).  That's part of bug triage, along with making
sure that it's filed in the right place, has a basic evaluation, etc.

That said, I've been thinking that perhaps the default priority should be
P3; that's easy enough to change.

Thanks for answering. I see the same info now also in Importance/Priority help in bugzilla. Just not sure this is fully in compliance with our usual ship criteria, where we often requesting certain amount of P1,P2 are resolved for the release if the priority of issues is done relatively to their amount not the severity. Also it's a bit strange to see in quality reports blocker with P4 priority as well as P2s with minor severity .. Currently there is just one P1 in the list of 26 stoppers.

Anyway +1 for P3 as the default priority. The process looks fine, but in such case our bug reports and quality criteria should be based on severity not the priority if measuring the quality.
