Hello, tools-l10n!

L20n's master branch have been in hiatus for almost a year now, and all 
of the development work in late 2013 and in 2014 focused on the Gaia 
branch.  The reason for this was that Gaia desperately needed a better 
localization solution at the time and also has been a great testbed for 
us and a springborad which allowed us to reach a greater number of 
developers.

I'm happy with the work that went into the Gaia branch.  I also feel 
bad about master not seeing any landings recently.  There a few open 
bugs that I'd like to land on master but I felt blocked by the 
semantics of the 'RC' version that we released last November.

Today I'd like to share a plan to rectify this situation:

The plan proposes to have two major versions co-existing, with a goal 
of converging in a third one:

 - 1.0.x (the current master) - it won't see many changes but will 
   continue to be maintained for a few more months,
 - 2.x (the current gaia branch) - this is where most of the work 
   happens; we will be adding features soon to make it more similar to 
   1.0.x,
 - 3.x - this is where the APIs will converge in the future.  Once we 
   have this we will probbaly deprecate 1.0.x.

I'd like to gather feedback about this plan this week and implement the 
above change on Monday, September 15.
