Looks like a bad tag can result in this error. The diagnostic
is wrong and needs fixing, but we'll have to discover if this
app has a bad tag, and how it got there. Or perhaps it's a
new valid tag, and the app is being exercised on an older
environment that doesn't understand the tag?
