I've had good experiences setting the Putty session to UTF-8 from 
"Window / Translation", and then edit ~/.bash_profile to add "export 
LANG=en_US.UTF-8".

WinSCP also works great for getting the filenames right when 
"Environment / SFTP / Server does not use UTF-8" is set to Off instead 
of Auto.
