No, because: * Nagios (the software) is a large web application and cannot be installed according to the rules. * Nagios (the project) is nothing to do with Wikimedia, and is not a designated affiliate project of the Toolserver (again according to the rules), so using the Toolserver for working on that project is not allowed. * "Free software projects", in general, are not designated affiliate projects of the Toolserver either, so using the Toolserver for anything related to those would be outside the rules as well.
