I think just setting $wgGroupPermissions['*']['createaccount'] = false;
in LocalSettings.php should do the job. https://wiki.toolserver.org/view/MediaWiki:Loginstart can then be adapted with a link to https://jira.toolserver.org/secure/Signup!default.jspa for actual humans that need an account.
