It is much more interesting than that. Different countries have access to different frequency segments in the 1800-2000 kHz range. Some countries have 1800-1850, others 1800-2000, still others 1830-1850 or 1850-1900 or any other range. In some cases, there are no overlapping 160 frequencies between two countries. In other cases, the entire band would fall outside of a proposed sub-band if there were an international 160 bandplan.
