Inquiring minds would like to know why WWV would utilize this configuration of vertically polarized antenna vs the "Gold Standard" 1/4 WL you describe. It would seem the illumination of the ground from the center fed 1/2 WL vertical dipole would present an extreme example of additional ground losses.
