This is only true to any degree if you are talking about buried, BARE radials. If also uniformly spaced, elevated or insulated radials make use of uniformity to achieve a degree of loss-avoiding field cancellation underneath the antenna. Current in elevated or insulated radials shorter than an electrical quarter wavelength will tend toward a longer radial, due to its lower individual impedance.
