The antenna efficiency will improve as you add more elevated radials beyond just 4. Eight to fifteen feet of feedpoint elevation isn't sufficient to reach theoretical efficiency with just 4 elevated radials on 160M. And no, the radial length isn't necessarily the same as the radiator length - they need to be tuned and pruned as they are installed and greatly influenced by ground proximity.
