Actually you could do a bit of both. With a bit of coil or an L-network at the 
base, you have some built in adjust-ability. It's a lot easier than taking the 
antenna up and down, maybe several times. This is what I do here on my 80/160 
vertical.

That's exactly what I was thinking. Top load it and forget about a loading
coil at the base.
