First question: Is it your plasma TV or the property of someone outside your family?
If it is yours the solution is simple: Haul to target range and blow holes in it and get a LED TV. Or if you are feeling calm, break it open and get all the h.v. parts out: electrolytics, heat sinks etc. then trash the rest and get LED TV. If it is not yours, things get complicated.
