I was wondering whether it might be a Traveller's Info Station on 1610 Hz? There is one listed in Westchester, NY and several in NJ on 1610. I have no knowledge of them, but they sound like the sort of stations that are only established at certain times and under particular conditions, which might explain why it's just appeared. It might also be co-located with a more permanent AM station providing the inter-mod?
