Well, I feel pretty stupid, but I was able to solve this problem on my
own.  I appearantly didn't have a project open in TBC when I was
creating the new AllegroGraph database.  The .allegro files were being
created in my workspace, but it seems they couldn't be opened until I
opened up a project and created a database within a project.
