Yes, and previous versions were doing this. We must have switched to another SAX parser or something, and the old mechanism that detects the default namespace stopped working. I have fixed this for the upcoming build, so that it will (again) use the default namespace to "guess" a suitable base URI if no xml:base is present in an RDF/XML file.
