Yes, the output of TopBraid's form layout editor is actually an RDF model (using forms ontology) that Composer or other tools can use. For example, TopBraid Ensemble uses the same form layout metadata, although it renders the layout differently. Other 3rd party applications can access the same form metadata from the .tbc files. You get a little bit of WYSIWYG on the right hand side of the forms layout panel, but the main editing area is the tree.
