the TopBraid SPIN API [1] is already open source, and I know of  
several projects that make use of it. This API has intentionally been  
designed to be independent from any other TopBraid-related  
dependencies, so that it can be used in any conceivable Java  
application including servlets. It just depends on Jena.

Yes, we plan to approach W3C at some point in time. Right now we are  
hoping to build some kind of community around it, so that we can  
provide sufficient evidence of its utility.

And yes, I agree that SPIN is superior to SWRL - not just because of  
the higher expressivity but also because of the lower implementation  
burden and general availability of SPARQL engines. Another advantage  
is that SPIN is more natively semantic web based and can even be used  
with remote SPARQL end points etc. I see the main advantage of SWRL  
being that it has been established for longer, and therefore some  
tools (notable Protege) support it. But we have on purpose included  
SPIN in the TBC Free edition to change this perception as well...
