Kevin, focusing on your first paragraph only, it seems the Jetty server has not been started. We have tested the download, so it does work. I see a couple of things you can try. The first is to download the installer from http://www.topquadrant.com/products/TB_install.php (unfortunately Software Update does not work). There is a chance that the download was corrupted. Failing that, it could be that localhost: 8083 is being blocked by something.
