What version of TBC are you using? With 3.2.2 it seems that the namespace 
prefixes are already sorted correctly.

For the upcoming 3.3 release, I have just modified the N3/Turtle writer so that 
it will also sort blank nodes (based on their string representations, e.g. OWL 
Manchester Syntax). Note that the sorting will only be applied when you work on 
in-memory models. In other words, if you are exporting a database project to an 
N3/Turtle file, then the sorting will be bypassed because it might be too slow 
and not fit into memory.
