Hi Bradley,
the tool was just one example - there are many more on the web. It may be
easier for you to try a tool such as Altova XMLSpy that - as far as I can
remember - has similar converters (and an evaluation license). Other people on
this list might have other suggestions on how to convert DTDs to XML Schema.
To run this particular file below you need to open a command line, and then
call Java directly, following the instructions at
http://www.thaiopensource.com/relaxng/trang-manual.html
