Phil; You can go to the Composer installation page at http://www.topquadrant.com/products/TB_install.php and choose Windows x64. You get a .zip (no installer for x64 at this point) for installation. Unzip that and it will find your 64-bit JRE, which should be included with Windows 7. If not, you can download one from java.sun.com.
