Hmmm. Make sure your TBL Personal Server is running. Open a browser and point to http://localhost:8083/tbl. The TopBraid Suite for Personal Server should appear. If not, then you may have a firewall blocking localhost and/or port 8083. Also, what version of Composer are you using? <<Furthermore I don't understand why I would have to access ME through TBL. This would mean that the endpoint is available as a Web service to any user/application that has access to the URL your TBL server is running on (TBL Enterprise server, see http://www.topquadrant.com/products/TB_Live.html for more). The Personal Server (TBC-ME on localhost:8083) runs a localhost server so developers can test their applications (including sparql endpoints) locally before deploying them to a TBL Enterprise Server.
