Carol, We can't answer the first question without having more details to better understand the steps you were following.
As far as the second question, does this happen when you start with one of the system applications - New app or Default app? If so, you need to use 'Save As' and provide a new base URL and application name. System applications cannot be overridden with user changes. They stay as persistent templates/examples. After you do 'Save As', return to the TBS Console and select the application you have created. When you make further changes to it, you will be able to use 'Save'. This should be explained in the TBE Application Development guide.
