Aziza; Using SPARQL, there are a number of ways to write and execute
rules.  I'd suggest taking a look at the SPARQLMotion (http://
www.topquadrant.com/products/SPARQLMotion.html) and SPARQL Rules
(http://www.topquadrant.com/products/SPIN.html) pages.  There are
tutorials and user guides cites in both of those pages, as well as
information in the Composer Help files.

Generally speaking, a rule in standard SPARQL will use CONSTRUCT to
create new facts (then) when data is matched in the WHERE (if)
clause.  I.e.
  CONSTRUCT {?s ?p B . ... }
  WHERE
  {  ?s ?p A .
      ...
   }
