Ok, that makes sense now.

One follow-up question, what happens if I use the ontologies that import the 
vocabularies in a SM script (via Import from workspace) that is running as a 
web service? 

Will there be login issues in either TBC or TBL mode since the services are 
started upon server startup?  Will the import of the vocabularies fail?
