Even more elaborate than Scott's response, many other properties (such as 
rdfs:label) use rdfs:Literal as their range, but in fact the most common case 
is to use string literals as their values. So while in the case of SKOS, it 
should create untyped literals, in most other cases it shouldn't. We could 
certainly hard-code something in TBC to treat the SKOS properties differently 
from others.

We have recently (for 3.5) added support for the type rdf:PlainLiteral, which 
will create untyped literals. So you could change your local copy of the SKOS 
namespace to use this as a range and it should work.
