Yes, this is correct. The locked files are either industry standards like SKOS or TopBraid ontologies.
We want to prevent users from unintentionally changing these. The most secure way to open them is to create your own graph and then import protected read only graphs. Alternatively, if you certain you know what you are doing, you can unlock them by selecting a file and clicking on a little lock icon in the Navigator.
