I don't think we will include the SPINx part into the open source API, but it may go into the extended API, code named TBL Express. The reason for not including it into the main version is that it brings in quite a number of dependencies (Rhino), and the open source API is meant to be short and sweet.
But yes, I also believe JavaScript-based SPARQL functions is often a convenient solution, esp since these functions can be shared on the web without having to compile anything. There could be similar extensions for other languages, e.g. SPARQL functions that have an SQL query as their body.
