Yes, while SPARQL 1.1 adds some nice new string manipulation functions, the standard still does not include a function to do this. TopBraid supports the afn:localname() extension function, which will pull "ResearchGroup0" out of <http://www.Department0.University0.edu/ResearchGroup0>. (The afn:namespace() extension function, which will pull " "http://www.Department0.University0.edu/" out of the same URI, is also handy.)
