Yes, you can re-create the instances in the new ontology and delete them from the original.
The purpose of this step in the tutorial is to demonstrate one way of how re-factoring is supported in TBC. Another, more granular approach, is to use Triples view which also supports movement between graphs. But since refactoring functionality is not included in TBC-Free, you can just manually recreate these instances and move on to the next exercise.
