To add a bit to Irene's response, Ensemble can be invoked on the Personal Server by starting TBC-ME and going to http://localhost:8083/tbl. This provides a way to test server software on a local machine.
TopBraid Live (Enterprise Server) is the server-class software that TBC-ME runs on. For more on Personal vs. Enterprise server, often referred to as TopBraid Live, see http://www.topquadrant.com/products/TB_Live.html. It provides all TopBraid features in a multi-user Web server environment. I.e. Personal server (TBC-ME) is an application development tools. TBL is a multi-user server. SPARQL Web pages (http://topquadrant.com/topbraid/uispin/) is also worth looking into as a technology for semantic-based application development. Same relationship between Personal and Enterprise - the personal is for the app developer and Enterprise is for multi-user applications. TopBraid supports one-button deployment.
