The OWL 2 RL rules are correct - see
http://www.w3.org/TR/owl2-profiles/#OWL_2_RL, and these are a
proper subset of the OWL spec as a whole -
http://www.w3.org/TR/owl2-overview/ see for an overview of the
spec documents. If you want different semantics, yes, you can create rules such as the one you propose.
