I think I know where you are getting at, because I remember I faced a similar issue earlier, which I fixed.

After you download and unzip/install TopBraid Composer, when you start it up for the very first time, Eclipse or TopBraid Composer registers some UI components and configuration in metadata files. This is good for performance, but prevents new UI components to be added later on.

The solution in your case is step-by-step as follows. You have to follow these steps in strict order:
1-) Unzip/install TopBraid Composer in a new folder
2-) Export your plugin into TopBraid Composer's plugin folder
3-) Run TopBraid Composer (which will register UI components of your plugin along with TopBraid Composer UI components)
