TopBraid Suite, including SPARQLMotion, has plans to support SPARQL
1.1 once the W3C recommendation process completes.  Most features are
already supported and the final recommendation should occur within the
next couple of months.

In addition, queries are represented models using SPIN, which
represents a SPARQL query in RDF for saving with your data.  The
syntax has not been updated for some of the SPARQL 1.1 constructs
(again, most are supported).  Therefore you will notice that URI, for
example, works in the SPARQL View, but not in SPARQLMotion modules or
SPIN rules, constraints, templates, etc.  This will be updated in one
of the TBS 3.6 versions soon.
