Jeff, You can add TBC 3.6.x to Eclipse 3.7.0 RCP described through here: http://www.topquadrant.com/products/TB_EUM.html
Eclipse RCP supports Java development and variety of other Eclipse features. You have to make sure that you get the Eclipse RCP version 3.7.0 though, TBC is known not to work in 3.7.1 or 3.7.2 or any earlier Eclipse RCP version (for an earlier Eclipse RCP version, you need an earlier version of TBC, which is also described in the above link). We don't know whether or not other Eclipse 3.7.0 distributions work with TBC.
