Simon,

the main reason why the Import from URL feature expects RDF/XML is that this is 
the only official W3C standard that publishers are required to follow for 
online RDF data. Jena does support Turtle. The OWL API is a separate open 
source project with a focus on OWL 2, unrelated to Jena.
