TopBraid uses the Jena API. The OWL API is used by Protege.
The reason why loading Turtle from the web isn't supported yet is simply
that Turtle hasn't even been standardized until recently, and the vast
majority of RDF files on the web was therefore in RDF/XML. This is
changing now and we will certainly try to complete this for 4.3

This expects RDF/XML format, not Turtle. You will need to manually
download it for now.
