I am on Mac 10.8.5, TBC 4.3.0.v20130810-0843R. I don't think it is because I have another TBC running. "ps -ef | grep Top" shows only one instance. "lsof -i :8083" shows only one process. If I stop/start TBL from the help menu it produces the same error. However, it does now appear that localhost:8083/tbl is no longer 404. If there are duplicate servlets though, I am concerned this will be an intermittent problem.
