By default, cache-all is off because it is only applicable for
medium-sized databases. Note that EVN graphs are always cached-all
though, and the preference is ignored for those.

"General Database Parameters". Enabling it fixed the slowness I was
seeing. I'm not sure if that was off by default, or if maybe I mucked
