UPDATE -- I discovered that if I use the full Base URI in the FROM
construct, it appears to work.  I suspect there is a general concept here
about TBC's definition and use of the term "Base URI" as well as its
general use of referenced URIs.  I have found some TBC documentation on
Base URIs and assume that will clarify the subtleties of using FROM vs FROM
NAMED in TBC.
